If you have studio monitors and the tweeter is recessed into an oval , to get the proper monitor sound, the tweeter MUST be upright and exactly at ear level.
Tweeter is recessed into an oval :

If the monitors tweeter is recessed into a circle ,or not recessed at all, it can be tilted or placed at any level :

Tweeters with an oval around them are intentionally meant for exact ear level and the oval serves a purpose.
